3. What is the practice of soft law? Which is the institution or body that most commonly resorts to it and in which form? How are these instruments complied with? Which are the legal issues, which have arisen and how were they decided upon by the CJEU? 

4. Which are the administrative, democratic and judicial mechanisms of accountability applicable to soft law instruments? Are there any gaps and how if so, could they be addressed?
